But to be fair. No one pays to use Twitter so why to we expect 100% up time? I don't recall seeing any adverts on their site so I can only assume they are pre-angel funding or just getting there.

Nothing crashes like success. Pownce.com crashes a bit too, but not like Twitter.com.
